Police were called to reports of the fly-tipped vehicle underneath the bridge of the M1, near to the roundabout junction with the A41, at around 9.15pm on Tuesday - but did not start to move it until last night.
The articulated lorry trailer was found to have large amounts of rubble inside posing a risk to passing motorists.
Officers made the decision to close both carriageways until Hertfordshire County Council’s highways department and Hertsmere Borough Council arrange the safe removal of the trailer and its contents as soon as possible.

Detective Inspector Kio Bozorgi, of Hertsmere’s Intervention Team, said: “We appreciate the inconvenience this has caused, but the safety of motorists is paramount.
“If the road closure is needed over the weekend, I would ask those attending the British Masters Golf Tournament to use alternative routes to The Grove.”
