Drug dealers and users in Watford town centre have not been dealt with appropriately by police, a resident has said.
The business owner, who wants to remain anonymous, said between five and 15 homeless people congregate round the back of his flat on High Street every day to take heroin.
He said there are hundreds of needles all over the ground and one recently got stuck in his shoe. He said dealers deliver drugs about five times a day and there is constant noise and arguing which can be heard from his flat.

He said: “Kids come around here and I’m worried about them – I’m lucky the needle never pierced the skin, but someone else might not be as lucky.
“The police don’t seem to do anything about it. They’ve been called countless times but arrive four hours later.
“The council aren’t helping either. This is a never-ending cycle with people constantly passing the buck.”

He said the problem has been ongoing since he moved in more than two years ago, but he only recently noticed the needles.
“I don’t understand. I know life isn’t easy for these people and they don’t have anywhere else to go, but this is our home and it’s not nice living so close to this activity,” he said.
“If anyone else was dealing drugs, they’d be arrested. I don’t understand how these people can get away with it.”

Hertfordshire Constabulary was contacted for a comment but had not responded.
