THE owner of a landscaping company that piled 25 pallets of paving stones outside a house in Cowley, blocking the pavement and forcing pedestrians to walk in the road, has been fined after a Hillingdon Council investigation.

Mark Richards, of Richards Landscapes, was found guilty of obstructing the pavement and grass verge in November last year when his company was employed to lay a driveway for a householder in Church Road and stored building materials outside.

The borough’s anti-social behaviour investigations team served a legal notice on the company to remove the materials – but, after they were gone, damage to the pavement and grass verge was revealed.

Richards was ordered to pay a total of £1,373.70 including a fine, compensation for the damage caused and the council's legal costs.

Cllr Keith Burrows, cabinet member for planning, said: "Companies wishing to store building materials on pavements or part of the road must contact the council to ensure arrangements are made to keep pedestrians and road users safe and to reduce the risk of damaging the pavement."
