David's first involvement with Hayes was in 1969 when he attended for interview at the old Town Hall (now Barra Hall) where he worked initially as a trainee committee clerk before transferring to the new Civic Centre in Uxbridge. Over the years he rose up the managerial level to become the Head of Democratic Services and the Council’s Returning officer. He retired in October 2007 and was made a Freeman of the Borough for his outstanding services to the community, becoming only the second officer in the history of Hillingdon to receive this honour.
At the Uxbridge Parliamentary by-election in 1997 he was described on television by David Dimbleby as “devoted to democracy” because of his work visiting schools.
David set up the Hillingdon Community and Police Consultative Group and was the person who put community safety on the map in Hillingdon. He set up many of the services and groups responsible for dealing with drugs, racial harassment, youth offenders, anti-social behaviour, prolific offenders, domestic violence, and lesbian and
gay harassment.
His outstanding work in promoting community safety was recognised by the presentation of two awards, one from the Commissioner of Police and the second from the previous Borough Commander. As well as community safety he took a leading part in promoting community cohesion, working with the Police, Councillors and local groups to bring communities together after the 9/11 and London bombings.
He has always had a wide range of activities outside work including: Trekking in the Himalayas, the Andes, the Karakorams and Patagonia and climbed Kilimanjaro and Mount Kenya. Ran in the very first London Marathon and helped set up the Harrow Marathon and the Hillingdon Half Marathon. Cycled through France from London to the Mediterranean in the millennium year and from one end of New Zealand to the other following his retirement. Has been a canal boater for 40 years. Acted for the last three years as a temporary assistant warden to a bird sanctuary on a remote uninhabited Scottish island. He is a Fellow of the Royal Geographic Society, a keen environmentalist and a supporter of various cycling, walking and Third World groups.

For too long Hayes Town has been treated as the poor relation of Hillingdon Borough. As the recently appointed Chairman of the Hayes Town Partnership I believe that the time has come to stop being negative about Hayes, to start accentuating the positive and to get things moving forward.
