Temporary Restrictions Church Street, Twickenham
(Ref: 20/107)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to protect the public as a result of the SARS-CoV-2 (coronavirus) pandemic, they have made a Temporary Traffic Order to restrict traffic in Church Street, Twickenham.

2. Whilst the Order remains in force:-

(a) No person shall cause or permit any vehicle to enter or proceed in Church Street between its junctions with Water Lane Church Lane on all days of the week between 10am and midnight;

(b) To introduce loading bays between Nos 9 and 16 Church Street operating between Midnight and 10am on all days of the week with a maximum stay of 20 minutes, no return within 1 hour.

3. The restrictions will come into force on 13 July 2020, continuing in force the provisions of a Notice made under Section 14(2) of the Road Traffic Regulation Act 1984, and shall remain in force for a maximum period of 18 months.

4. Nothing in this Notice will apply to:

(a) any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer;

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Prescribed Routes Order will be to amend the exiting one-way working order which operates in Oldfield Road, Hampton, Queens Road, Twickenham and First Cross Road, Twickenham to allow cyclists to proceed in both directions.

3. The general effects of the First Cross Road Parking Places Order will be to remove one parking space opposite No. 3 First Cross Road and opposite No. 20 First Cross Road and replace with a waiting restriction operating at any time

4. Copies of the proposed Orders, a plan showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Orders: -

(a) can be inspected, quoting Reference 20/108 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's website at

5. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. Representations may also be sent by email to

Temporary Waiting Restricitons Bushwood Road and Forest Road, Kew

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas connection, they have made

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Bushwood Road and Forest Road, Kew.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the following lengths of road:-

(a) Bushwood Road, the north-eastern side, from its junction with Forest Road, north-westwards for a distance of 35 metres;

(b) Bushwood Road, the south-west side, from its junction with Forest Road north-westwards for a distance of 25 metres;

(c) Forest Road, the north-western side, from its junction with Bushwood Road, south-westwards for a distance of 35 metres;

(d) Forest Road, from its junction with Bushwood Road, north-eastwards to its north-eastern extremity.

3. The order will come into effect on 14 July 2020. The restrictions will be in force at all times from 08.00 on 14 July 2020 until 18.00 on 17 July 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a Temporary Traffic Order, the effect of which is to introduce

a temporary waiting restriction in Broadway Avenue and Bridge Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Broadway Avenue and Bridge Road, Twickenham. The works will be carried on a rolling basis.

3. The Order will come into effect on 20 July 2020. The restrictions will be in force at all times from 20 July 2020 until 16 August 2020. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure London Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas connection, they intend to make

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in London Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in London Road in a south-bound direction from a point opposite the junction of Burnside Close and the junction of the London Road roundabout.

3. The order will come into effect on 18 July 2020. The restrictions will be in force from 08.00 on 18 2020 until 18.00 on 19 July 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Alternative routes for vehicles affected by the closure will be available via London Road and Twickenham Road and via Mogden Lane, Whitton Dene and Rugby Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a Temporary Traffic Order, the effect of which is to introduce a temporary waiting restriction in Montpelier Row, Twickenham

2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in Montpelier Row, Twickenham. The works will be carried on a rolling basis.

3. The Order will come into effect on 20 July 2020. The restrictions will be in force at all times from 20 July 2020 until 13 September 2020. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. Nothing in this Notice will apply to:

(a) any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Holly Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water valve repair, they have made

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Holly Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Holly Road, between its junction with Queens Road and Grosvenor Road. Access to the car park will be maintained. The one-way working between Queens Road and Grosvenor Road will be suspended to facilitate access.

3. The order will come into effect on 13 July 2020. The restrictions will be in force at all times from 13 July 2020 until 15 July 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Grosvenor Road, Station Yard and Queens Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Vicarage Road, East Sheen

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate electrical works, they have made

a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Vicarage Road, East Sheen.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in

(a) Vicarage Road between its junctions with Sheen Lane and the eastern boundary of the Corner House, Vicarage Road.;

(b) Richmond Park Road at its junction with Vicarage Road.

3. The order will come into effect on 15 July 2020. The restrictions will be in force at all times from 15 July 2020 until 20 July 2020 and whilst signs/cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Sheen Lane, upper Richmond Road West, Palewell Park and Vicarage Road

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
